Unified Planning Work Program (UPWP)

The UPWP details the planning tasks and studies to be conducted, any transportation-related air quality planning tasks, all federally funded studies, state/local planning activities conducted without Federal funds, funding sources identified for each project, a schedule of activities, and who the responsible party is for each task/study.
Each task in the UPWP includes information on who will perform the work, the schedule for completing the work, resulting end products, and proposed funding and source of funds.
The RRTPO has received a request from the City of Richmond to add the Reconnect Jackson Ward project to the UPWP. This project was awarded a $1.35 million planning grant through the Reconnecting Communities Pilot program. Through this effort, the City of Richmond will conduct a traffic study and impact analysis, complete an environmental review, and develop a conceptual design and preliminary engineering plans for a cap over I-95/I-64 between Jackson Ward and Gilpin Court. This planning grant will also support local history and archival research, philanthropic coordination, and community engagement to ensure continued community support and involvement through ultimate construction of the project.
