RRTPO Policy Board Approves TIP Projects at March 6 Meeting

The Policy Board of the Richmond Region Transportation Planning Organization (RRTPO) met on March 6, 2025. The board took action adding new projects to the Transportation Improvement Program (TIP), heard a presentation on the Pocahontas Parkway (RT. 895) and received information on upcoming VDOT funding and programming meetings.

TIP Amendments

The board voted to add three new projects to the Transportation Improvement Program (TIP):

The TIP is an MPO/TPO specific list of transportation improvement projects for a four-year period, and it is required by all MPOs across the commonwealth.  Not all projects are included in the TIP, and not all changes to the TIP require action by the Policy Board. Projects must be included in the TIP if they meet at least one of the following criteria:

  • The project is using federal or state dollars managed by the Department of Rail and Public Transportation or the Virginia Department of Transportation.
  • The project is awarded RRTPO’s federal funds.
  • The project is regionally significant and must be included in the air quality analysis and conformity determination.

If a project is a has not been previously included in the TIP, or if the increased cost of a project exceeds a sliding threshold determined by total project cost then the TIP must be amended through Board action.

Keeping the TIP up to date is vital to ensure transportation projects receive all available funding and Policy Board action is necessary to keep an up-to-date TIP.

The projects are listed below. While they vary in scope, each seek necessary improvements to their locality and must be added to the TIP to access federal funding.

Approved Projects:

This project will construct a new roadway and sidewalks connecting N. Hill Carter Parkway from Kitty Hamilton Lane to Quarles Road, make intersection improvements at the intersection of Hill Carter Parkway, Kitty Hamilton Lane, Kitty Hamilton Circle, and the intersection of Haley and Quarles Rd.

This project will extend the existing Green Chimneys Court intersection with US 1 to connect to Hill Carter Parkway.  

To conduct a review of the proposed permanent downtown transfer hub to understand the range of alternative solutions and assess the potential impacts to the natural and built environments from a proposed course of action.

Upcoming VDOT Funding and Programming Meetings:

Development of the FY 2026-2031 Six-Year Improvement Program has begun; VDOT will provide information as the SYIP schedule is developed.

Transportation Alternatives (FY27 – FY32 SYIP)

  • Pre-application intake opens April 1, 2025
    May 30, 2025 – Pre-Application period closes
    August 15, 2025 – SMART Portal opens for full applications
    September 15, 2025 – Full application period closes

Revenue Sharing (FY27 – FY32 SYIP)
