We are excited to welcome new members to the Richmond Regional Planning District Commission (PlanRVA), the Central Virginia Transportation Authority and the Richmond Regional Transportation Planning Organization Policy Board! Please see the CVTA and RRTPO sections below for information about new members to those organizations! 

New Commissioners: 

Chris Bast, Henrico County Citizen Representative

Chris Bast is a climate policy and decarbonization expert and a Principal with Hua Nani Partners, a climate strategy, policy, and advisory firm. Previously, Chris served as the lead climate and decarbonization strategist for Governor Ralph Northam as the Chief Deputy Director of the Department of Environmental Quality. A Virginia native, Chris grew up in Roanoke and is a graduate of James Madison University. He was also appointed to the Public Outreach & Engagement Committee for PlanRVA. 

Roscoe Cooper, Henrico County Board of Supervisors, Fairfield District   

The pastor of Rising Mount Zion Baptist Church, Reverend Cooper is a former president of the Baptist Ministers Conference of Richmond & Vicinity. He has served as chair of the board of directors for the Capital Area Health Network and as a member of the Religious Advisory Committee for Senator Mark Warner. 

Susan Dibble, Hanover County Board of Supervisors, South Anna District

 Susan Dibble served eight years on the Hanover County Social Services Board and was also a member of the Hanover County Parks and Recreation Advisory Board.  She spent over six years on the Hanover County School Board, where she acted as vice-chair and then chair. She has been honored with the Hanover County Spirit of One Volunteerism Award.   

Bill Donati, Powhatan County Board of Supervisors, District 1

Bill Donati serves as the Health and Safety Officer for First Call Environmental and has also served as a volunteer firefighter for Powhatan for 23+ years. During this time, he was a volunteer fire chief for most of a decade and president of the volunteer fire association that managed fundraising for 5 volunteer fire companies. Mr. Donati has lived in Powhatan County for thirty years.    

Cameron George, City of Richmond Citizen Representative 

Cameron recently moved from Eugene, OR and currently works in the Department of Housing and Community Development as a Policy Analyst. He has a history of engaging diverse communities locally and abroad through his service as a Peace Corps Volunteer in Armenia and North Macedonia. He has also been appointed to serve on the PlanRVA Public Outreach & Engagement Committee. 

Rev. Milton Hathaway, New Kent County Planning Commission 

Rev. Milton Hathaway has served as pastor of Second Liberty Baptist Church and Union Hope Baptist Church as well as pastor emeritus of New Covenant Community Church.  Reverend Hathaway has also served in the following roles:  president of the New Kent Civic League, vice president of the Charles City – New Kent Community Actin Agency, president of the New Kent Clergy Association, president of the Baptist Ministers Union of New Kent and Vicinity, executive director of A Community That Cares Alternative Education Center and president/CEO of Embracing the Beloved Community.  Reverend Hathaway has also been appointed to the Public Outreach & Engagement Committee for PlanRVA. 

William M. Mackey, Henrico County Planning Commission  

William Mackey is the current Chair of the Henrico County Planning Commission. He has been a member of that Commission since 2018. He previously served as the Varina district representative of the Henrico County Board of Zoning Appeals.  Mr. Mackey has also been appointed to the Public Outreach & Engagement Committee For PlanRVA. 

Steve McClung, Powhatan County Board of Supervisors, District 2 

Steve McClung serves as the Statewide Buildings & Grounds Director and Manager of Operational Maintenance Services for the Virginia Department of Corrections.  He is the Vice Chair of the Capital Region Workforce Chief Local Elected Officials Board and an advocate for the Powhatan Leadership Institute, Habitat for Humanity, the Free Clinic of Powhatan, Agricultural Forestal Districts and Powhatan Parks and Rec. A lifelong resident of Powhatan County, he is a graduate of Powhatan High School and the Richmond Technical Center.    

Amy Pearson, New Kent County Board of Supervisors, District 3 

Amy Pearson previously served on the Commission as a New Kent County Planning Commission representative and now serves as the Interim District 3 representative for the Board of Supervisors. Ms. Pearson is the Chief Financial Officer for the Virginia Workers’ Compensation Commission and previously worked for New Kent County as the Assistant Financial Services Director.  She has a Bachelor of Science degree in Accounting from Christopher Newport University and a Master's degree in Public Administration (MPA) from Virginia Tech.   

Frank Petroski, Chesterfield County Planning Commission   

After more than a decade of managing his own web development firm, Frank Petroski now specializes in business development and futuristic technologies. He has served as the president of the Midlothian Business Alliance and the chair of its Community Affairs Committee, the chair of Chesterfield County’s Committee on the Future, and as an active member of the Chesterfield Chamber of Commerce. Also, he served as a YMCA and Huguenot Little League baseball coach and a soccer coach with FC Richmond. Petroski is a certified planning commissioner.  He was also appointed to the Public Outreach & Engagement Committee for PlanRVA. 

Jody Rogish, Henrico County Board of Supervisors, Tuckahoe District 

Before committing full time to his work on the Board of Supervisors, Jody Rogish was a consultant with the technology consulting firm !mpactmakers, with which he served as an information technology project manager for the Virginia Department of Corrections. He coaches baseball and softball teams for Tuckahoe Little League and serves on the organization’s board of directors as its vice president for baseball. 

Dan Schmitt, Henrico County Board of Supervisors, Brooklyn District 

Dan Schmitt is the founder and president of event-staffing company RMC Events. He serves on the boards of directors for Richmond Region Tourism, Sports Backers, Sportable and the Greater Richmond Transit Company. He also has served on the board of directors for the Glen Allen Youth Athletic Association, including as president. 

Jessica Schneider, Chesterfield County Board of Supervisors, Clover Hill District  

Jessica Schneider represents Chesterfield County on the Capital Region Airport Commission and the Maymont Foundation Board of Directors. She has a degree in interior design and previously operated a design business in Wisconsin and Illinois. Since moving to the Richmond region, she has done freelance staging and design work, and applied Ler culinary background as a private caterer and cheese monger. She was also appointed to the Public Outreach & Engagement Committee for PlanRVA. 

Jordan Stewart, New Kent County Board of Supervisors, District 5

A lifelong resident of New Kent County and graduate of Virginia Commonwealth University, Jordan T. Stewart has a background in public policy at the state level. She has also been appointed to the Audit, Finance and Facilities Committee. 

Misty Whitehead, Henrico County Board of Supervisors, Three Chopt District 

Misty Whitehead is the founding attorney of JustLaw, PLLC. She serves as guardian ad litem for children and incapacitated adults and as a court-appointed counsel for indigent defendants in Henrico County. She is a 2023 recipient of Virginia Lawyers Weekly’s Influential Women in the Law award. She is a member of the board for Justice Forward VA and is the diversity chair of the Metro Richmond Women’s Bar Association. She also is a member of Lyric Ave, a performance collective. 

Jessica Winall, Powhatan County Planning Commission, District 3 

Jessica Winall owns and operates a design-build construction company that builds custom and spec houses in the Powhatan, Goochland and Amelia areas.  She is an architect and interior designer and a graduate of Savannah College of Art and Design.

Jonathan Lyle, Goochland County Board of Supervisors, District 5   

Jonathan Lyle is a marketing and media business owner/entrepreneur.  He is a U.S. Army Veteran and Goochland Director of the Monacan Soil and Water Conservation District.  He is also a member of Virginia Farm Bureau, the Goochland Chamber of Commerce, the Virginia Restaurant Lodging and Travel Association, the Virginia Bed and Breakfast Association, the Virginia Film Production Alliance and Sports Backer’s Marathon Training Team. 

Ryan Patterson, Vice Chair, Charles City County Board of Supervisors 

Ryan Patterson is a United States Marine Corps veteran and has a diverse background in intelligence, civil affairs, business entrepreneurship, defense readiness, and food safety. His background includes owning and operating Martial Arts schools in the Washington DC area, where he established before and after-school care programs for school-aged children and initiated personal defense readiness programs across the DMV area. Additionally, he dedicated six years to mentoring at-risk youth through the Nation's Capital Young Marine Program. 

Bob Powers, Powhatan County Board of Supervisors, District 3 

Bob Powers grew up in Northern Virginia and holds a Bachelor of Arts from Virginia Tech. He serves on the Powhatan Community Action Agency Advisory Board and is an ex-officio member of the Parks and Recreation Advisory Committee.  He served on the Powhatan Schools Strategic Planning Steering Committee and is a member of the Southside Electric Advisory Council.  He serves in a leadership position with the Greater Richmond Chapter of Child Evangelism Fellowship and is an active member of Red Lane Baptist Church. 

Mayor Steve Trivett, Town of Ashland   

A lifelong resident of Ashland and Hanover, Mayor Steve Trivett was elected to Town Council in 2012 and has served as Mayor since 2018.  Prior to his Council service, he served on the Hanover County Planning Commission, the Ashland Planning Commission, and the Ashland Board of Zoning Appeals. Mayor Trivett al on the Richmond Regional Tourism board and is the current President-Elect of the Virginia Municipal League.  

 

New Policy Board Members: 

Roscoe Cooper, Henrico County Board of Supervisors, Fairfield District

He has lived in Powhatan County for nearly six years and is a member of the Powhatan Lions Club, Powhatan County Republican Committee, and an Associate member Mill Quarter Republican Women's Club. He also serves as a volunteer for Habitat for Humanity Critical Repair Program and enjoys wood working, DIY projects, and gardening in his spare time. 

Jonathan Lyle, Goochland County Board of Supervisors, District 5

Denise Morissette, Powhatan County Board of Supervisors, District 5 

Denise Morrissette works as an Executive Admin/ Full Charge Bookkeeper and has been a Powhatan resident for 35 years. She serves on Powhatan’s Agricultural Forestal Districts Advisory Committee and Central Virginia Transport Authority. She is also a member of the Mill Quarter Republican Women’s club, the National Federation of Republican Women, and Powhatan County Republican Committee. Ms. Morrisette was also appointed to the RRTPO Executive Committee 

John Moyer, New Kent County Board of Supervisors, District 2 

John Moyer has thirty years' experience in pharmaceutical sales for Wyeth.  He was also a realtor for twelve years. Before his election to the New Kent Board of Supervisors, he served eight years on the Planning Commission.  He was previously a member of the RRTPO Community Transportation Advisory Committee.  He has been also appointed to the RRTPO Executive Committee

He also worked as a registered nurse at VCU Medical Center. He earned his nursing degree at J. Sargeant Reynolds Community College. He is active with the Mechanicsville Rotary and the Hanover Chamber of Commerce. He also supports ASK Childhood Cancer Foundation and the Atlee Station YMCA.

Charlie Vaughters, Goochland County Board of Supervisors, District 4 

Charlie Vaughters currently serves as serves as Managing Director and Head of Commercial Banking Development for Primis Bank in Richmond. He has worked in numerous roles in investment banking, commercial banking, and independent consulting. He also serves as a Board Member and Vice Chair of the Virginia Board for Professional and Occupational Regulation, Board Member and Chair of Jacob’s Ladder, Board Member of Union Presbyterian Seminary, and he teaches financial literacy to incarcerated individuals through Resilience Education.  

 

New Authority Members: 

Sean M. Davis, Hanover County Board of Supervisors, Henry District 

A graduate of Campbell University, Mr. Davis is a veteran of the United States Marine Corps and the founder of Commonwealth Training Partners. He is active in the Hanover Historical Society, the Historic Polegreen Church Foundation, the Hanover Tavern Foundation, the Studley Ruritan Club, the Hanover Association of Businesses/Chamber of Commerce and Hanover ARC. He is also a Board Member of American Legion Post 175 and a former Board member of the Patrick Henry YMCA.  He serves as the Vice Chair of the PlanRVA Commission.

Reverend Tyrone Nelson is the pastor of Sixth Mount Zion Baptist Church.  He serves as chair of the board of directors for the Greater Richmond Transit Company. He also serves on the Capital Region Airport Commission and Virginia Commonwealth University Board of Visitors. He has been elected Vice Chair of the CVTA Finance Committee.

Kristin Nye, Richmond City Council President 

Kristen Nye was elected as President of City Council in January 2024 and served as Vice President of City Council for 2023. During her time on Council, she has led efforts to bring collective bargaining to City workers, protect and preserve the City’s world-class parks, to advocate for the City’s multimodal transportation plan, among many other policy priorities.

Tom Winfree, Goochland County Board of Supervisors, District 3   

A longtime Goochland County resident, Tom Winfree has a background in community banking, including serving as President of Village Bank in Midlothian. Mr. Winfree has served as Chairman of three Chambers of Commerce, including Chesterfield’s Chamber. He was co-founder of Families of the Wounded Fund, which has raised more than $5 million to provide financial assistance to Families of Combat Wounded Soldiers and Marines that have come to McGuire VA Hospital for treatment and was the founding Chairman of Goochland Pet Lovers.
