Regional Planning Boards Elect New Leadership

Earlier this month, PlanRVA, the Central Virginia Transportation Authority (CVTA) and the Richmond Regional Transportation Planning Organization (RRTPO) elected new leadership. BizSense shared the news in a recent edition of The Herd, and we’re thrilled to introduce the new line-up of leadership roles for Fiscal Year 2023 in our blog.

PlanRVA Board Leaders

PlanRVA represents the Town of Ashland, the Counties of Charles City, Chesterfield, Goochland, Hanover, Henrico, New Kent and Powhatan, and the City of Richmond. On July 14, PlanRVA elected the following representatives for its Fiscal Year 2023 officers:

  • Sean M. Davis, Hanover Board of Supervisors –Chair
  • Michael W. Byerly, Powhatan Board of Supervisors – Vice Chair
  • Patricia A. Paige, New Kent Board of Supervisors – Treasurer
  • Daniel McGraw, Ashland Town Council – Secretary

“It is my honor to serve as the new Chair of PlanRVA, for the next year” said Sean M. Davis, PlanRVA chair. “I have the privilege to follow the stellar leadership of outgoing Chair, Mr. Christopher Winslow from Chesterfield County. Mr. Winslow led the Board with the goal of increasing regional cooperation and partnerships while maintaining transparency for all of our citizens. On behalf of PlanRVA, we thank him for his substantial contributions. The incoming Board will continue to increase the awareness and priority of all regional projects. PlanRVA Board Members will also continue working together on shared goals. In this way, we will focus our efforts and resources on the planning and transportation projects that are sorely needed across all 9 localities that make up the PlanRVA organization. I thank all of the members of the PlanRVA Board for electing me to this position and I promise to serve all our citizens in the Richmond region to the best of my abilities. In closing, be assured that our staff will know our goals and support every member in the execution of our duties.  Lastly, I am grateful for the opportunity to serve with Vice-Chair Byerly as we co-labor in all of these endeavors. CVTA Board Leaders

During the July 15 meeting, Chesterfield County Supervisor Kevin P. Carroll was elected Chair and Richmond Mayor Levar M. Stoney was elected Vice Chair of the Central Virginia Transportation Authority.

“I want to express my sincerest thanks and admiration to outgoing Chair Frank J. Thornton of the Henrico County Board of Supervisors and outgoing Finance Committee Member Carlos Brown of Dominion Energy Services for their dedication of time and talent toward the CVTA mission,” said CVTA Chair Kevin P. Carroll. “I’m honored to have this opportunity to serve as the CVTA Chair, and I congratulate Richmond Mayor Levar M. Stoney for being selected Vice Chair. We and the others who form the authority and its network of support among localities are laser focused on prioritizing investment in projects that enhance transportation for those living and traveling throughout Central Virginia.”

New members were also elected to the CVTA Finance Committee, including Hanover County Supervisor W. Canova Peterson and New Kent Supervisor Patricia A. Paige, joining members Kevin P. Carroll, Frank Thornton and Mayor Stoney.

CVTA includes membership from the Town of Ashland,  the Counties of Charles City, Chesterfield, Goochland, Hanover, Henrico, New Kent and Powhatan , and the City of Richmond, as well as representatives from the Senate of Virginia, House of Delegates, Commonwealth Transportation Board, Virginia Department of Rail and Public Transportation, Virginia Department of Transportation, Virginia Port Authority, GRTC Transit System, Richmond Metropolitan Transportation Authority and the Capital Region Airport Commission. RRTPO Board Leaders

The RRTPO elected Goochland County Supervisor John L. Lumpkins, Jr. as Chair and Hanover County Supervisor W. Canova Peterson as Vice Chair.

“I wish to express my appreciation to outgoing Chair David Williams of Powhatan County for his leadership over the past year and to my fellow Policy Board members for the trust they have placed in me to lead our organization in the year ahead,” said RRTPO chair John L. Lumpkins, Jr. “With the changes brought about by the creation of our sister organization, the CVTA, and the population growth and related economic growth the RVA region is experiencing, it is encouraging to witness the enthusiastic and positive engagement of local leaders in key matters of regional importance including transportation. I look forward to working alongside the TPO representatives from all our localities and with the many other interested parties in the region. I am particularly excited to work with the leaders of PlanRVA and CVTA in coordinating and enhancing our communication efforts.”

The RRTPO's voting members include the Town of Ashland, the Counties of Charles City, Chesterfield, Goochland, Hanover, Henrico, New Kent, Powhatan, the City of Richmond, Capital Region Airport Commission, GRTC Transit System, Richmond Metropolitan Transportation Authority, and Virginia Department of Transportation. Non-voting members include the Community Transportation Advisory Committee, Federal Highway Administration, Federal Transit Administration, Ridefinders, Inc., Virginia Department of Aviation, and Virginia Department of Rail & Public Transportation.
