The Richmond Regional Planning District Commission (PlanRVA) is requesting bids for the installation and abandonment of well systems at several separate sites/addresses, each covered under its own permit. Funding is provided to PlanRVA from Federal Funds issued under a grant from the Virginia Department of Health’s Septic and Well Assistance Program (SWAP).

Interested bidders may bid on individual or multiple sites. A separate bid must be prepared for each individual site. All bids will be reviewed on a single-site basis.

Bidders are required to:

• Provide a total cost for completing each individual installation
• Submit a detailed budget breakdown for each individual site
• List costs separately for each location

Upon award and completion of work, PlanRVA will allow the selected vendor(s) to submit separate invoices, one per site. This will allow for invoice processing for completed sites (with associated required paperwork) while other sites are still under construction. Each invoice may be submitted independently, provided that:

• All work outlined in the corresponding permit and Scope of Work (SOW) for that site is fully completed
• All required documentation and Records of Inspection have been obtained

Note: Partial payments will not be issued. Invoices should not be submitted until all work and paperwork for the respective site is finalized.

The contractor shall furnish all necessary labor, supervision, equipment, tools, parts, supplies, and materials to complete the services described.

Each installation must result in a private water well that complies with the Virginia Private Well Regulations (12VAC5-630-10 et seq.), including requirements for location, construction standards, water quantity, and water quality.
