Sarah-Keel joined PlanRVA in 2025 and serves as the Manager of Executive and Board Operations. She works with the PlanRVA Commission, Executive Committee, Audit, Finance and Facilities Committee and Public Outreach and Engagement Committee, as well as the RRTPO Policy Board, Executive Committee, Technical Advisory Committee (TAC), Community Transportation Advisory Committee (CTAC). She has a background in the non-profit sector, with a focus in child advocacy and trauma and resiliency work.

Outside of the office, Sarah-Keel enjoys taking advantage of all that Richmond has to offer. She loves to be outdoors, and you can usually find her taking a walk in Forest Hill Park or sitting on her porch. Sarah-Keel is an avid maximalist, enthusiastic storyteller, and community maker. She has a degree in Hospitality Management from JMU but probably can't tell you anything about its football team.
