This project  sets forth strategic guidance for the localities and their partners to leverage park and ride lots in the Richmond region as an important part of the overall travel demand management strategy, enhancing mobility by:

• Facilitating the identification of priority park and ride needs areas
• Offering strategic recommendations for site selection in these areas, identifying stakeholders and their responsibilities, and funding sources
• Developing implementation strategies to advance and promote park and ride projects
